Yrs. I think this is generally correct. The problem is that we are centuries into the "evolution" of a controlling "class" of humans who seem to have a genetic predisposition for psychopathy. There are certainly more influences on personality/character types than mere genes, but history (even the manipulated version we have) is a record of the emergence and refinement of Humankind's Predator Class - the various royals, religious and political figures who have oppressed and still oppress Humans on this planet.
